Lisa and Sharon have been commissioned by the Salvation Army Melbourne Central Division Research and Advocacy portfolio to undertake two action-research projects. The aim of this first project was to provide a robust implementation strategy for the Outcomes StarTM that would be of use to social service networks within the Salvation Army and other community service organisations. The second project will explore, over time, the use of data from the Outcomes StarTM in professional practice, individual and team supervision, program design, organisational accountability and structural advocacy

Unfinished Business: Koori women and the justice system

The Victorian Equal Opportunity and Human Rights Commission has recently completed research into the experiences of Koori women in the justice system. The research found that offending and imprisonment patterns for Koori women differ from those of Koori men. They also differ from those of other women, noting that Koori women’s health and wellbeing depends on a strong connection to culture. Thus, connection to culture is a crucial protective factor and must lie at the heart of any intervention.

Processes for developing affordable and sustainable medium-density housing models

This project will develop a new integrative development model for greyfields that can contribute to affordable housing provision. It will do this through case study research into housing associations' developments, surveying public housing land holdings and developing and testing design propositions for the redevelopment of this land.

Homelessness prevention for women and children who have experienced domestic and family violence

Two case studies from England and Australia were compared to investigate ‘joined up’ approaches to preventing homelessness in women and children who have experienced domestic and family violence. The approaches consist of housing, judicial and support systems and services working together to help the women and children stay in their homes.

Boost Program Evaluation

To address the considerable challenges faced by those caring for a person with a psychiatric disability, this report follows a study into access to Carer Payment and Carer Allowance by carers of a person with a mental illness. Invisible Care provides detailed analysis of the experiences of carers and their patterns of access to these important payments. The report goes on to develop recommendations that are relevant to Federal and Victorian government departments.

An increasing proportion of Australians are now renting privately, many for over 10 years or more. Long-term renters experience higher levels of housing stress and are less likely to feel part of the community. Policy-makers need to respond to the needs of long-term renters, especially households with children and those facing retirement.

Locked out: Discrimination in Victoria’s private rental market

Covering the essentials is a report published by Good Shepherd Microfinance aimed at increasing access and affordability of insurance for people on low incomes.

The report shows a high level of latent interest in improving access to insurance for people on low incomes, both within the community sector and the insurance industry. The report makes 26 recommendations in areas such as insurance product design; measures to increase affordability of and access to insurance; increasing financial literacy and understanding of insurance; issues for microfinance providers; & future research and improving understanding of financial exclusion.

Following on from this report, Good Shepherd Microfinance will pursue home contents and motor vehicle insurance products designed specifically for people with modest assets and low incomes. The report also highlights concerns surrounding alternatives to funeral insurance and opportunities to assist people on low incomes with other insurance needs

Feeling the heat : workers' experiences of job stress in the Victorian community services sector

This thesis examines work stress in the Community Services Sector (CSS) in Victoria. Psychological injuries are extremely high in the CSS (WorkSafe Victoria), and yet there has been no research specifically addressing this issue in the sector. Further, there has been little research that examines workers’ perspectives of work stress. The thesis thus focuses on the ‘missing voices’ of workers by outlining what workers have to say about work stress, its causes and its effects. In order to place this research into both its historical and socio-political contexts, the genealogical roots of work in the CSS are examined and the impact of neo-liberalism on the sector critically assessed.
